Before editing
[ ] Save the original and identify the intended reader.
[ ] Check facts against the underlying sources; do not preserve an existing error.
[ ] List the claims, numbers, units, dates, groups and conditions that must remain.
[ ] Separate quotations, reference lists, equations and exact technical terms.

During editing
[ ] Give each sentence a clear subject and action.
[ ] Remove empty framing without removing qualifications.
[ ] Split or combine sentences only when claim/source relationships remain clear.
[ ] Keep the original degree of certainty: may, must, will and should differ.
[ ] Avoid invented experience, examples, guarantees and causal explanations.

Compare original and rewrite
[ ] Same actor, action, affected group and time period?
[ ] Same numbers, units, denominators and direction of change?
[ ] Same uncertainty, recommendation or obligation?
[ ] Same exclusions and conditions, including every "not" and "only"?
[ ] Same technical terms and quoted words?
[ ] Each citation still supports the statement next to it?
[ ] No unsupported new facts and no important missing claims?

Finish
[ ] Read aloud for clarity after the factual comparison.
[ ] Check citations in the final document, including reference-manager links.
[ ] Follow the applicable AI-use and disclosure rules.
[ ] Keep a record of substantial edits and their reasons.

Reject a rewrite if even one substantive claim changes. Fix it before judging style.
